Grey Cardinal Management Inc. is a wholly owned Nova Scotian Project Management firm. Based in Dartmouth, our firm consists of full-time Project Managers who, individually contribute their expertise to our capabilities portfolio, thereby directly providing our clients with the most comprehensive skill set to aid in the achievement of project success. Our Senior Staff have a combined 80+ years of experience in the Project Management field. Our concentration of efforts is those projects falling within the Institutional, Commercial and Industrial (ICI), and Transportation sectors. 

We provide tailored Project Management services that are designed to best serve the needs of our clients. Our Project Management assignments range from comprehensive management of a project throughout all project phases to specific tasks of shorter duration (i.e. cost estimating, schedule creation and analysis, etc.). 

Our mission is to bring solutions to the unique challenges of various types of projects, anchored in superior client service. We aim to create relationships founded on good governance, mutual trust and respect, and a collaborative, collegial effort towards a shared common goal of project success.

Jon Mullin, BSc. Eng.

President

With over 30 years of experience in the construction industry, Jon is a seasoned professional with expertise in multiple roles. As a Chief Estimator, Jon gained a strong understanding of project cost estimation, bid preparation, and contract negotiations. He developed a reputation for accurately assessing project costs and minimizing risk while maximizing profitability for the company.

As a Senior Project Manager, Jon successfully oversaw large-scale projects, including commercial, industrial, and residential buildings, from inception to completion. His project planning, scheduling, budget management, and team leadership skills have resulted in consistently successful outcomes, meeting, and exceeding client expectations.

As a Project Director, Jon managed multiple projects simultaneously, ensuring their successful delivery within budget and schedule constraints. He also developed strong relationships with clients, vendors, and stakeholders, ensuring their satisfaction with the work.

As a Vice President and now President, Jon provides strategic leadership and direction for the company, overseeing all aspects of operations, including business development, financial management, and human resources. He plays a key role in the growth and success of the company, building a strong reputation for quality workmanship and exceptional customer service. Throughout Jon's career, he has remained committed to delivering successful outcomes for clients while maintaining the highest standards of quality, safety, and professionalism.

Jon is the current chair of the Nova Scotia Building Advisory Committee, sits on the Board of Directors of Brigadoon Village, and is a Member of the Board of Directors of the Construction Association of Nova Scotia. He is also a past President of the Nova Scotia Construction Labour Relations Association and past President of Build Right Nova Scotia.

Donna Hoar, GSC, CHC

Vice President

With over 30 years of experience in project management, Donna is a seasoned professional with expertise in various project delivery methods, particularly in the healthcare industry. As a Vice President and Project Manager, she has overseen large-scale projects from conception to completion. Her responsibilities include project planning, scheduling, budget management, and team leadership.

Throughout Donna's career, she has demonstrated exceptional knowledge of the healthcare industry including regulatory compliance, patient safety, and operational efficiency. She has worked with a variety of stakeholders including healthcare providers, insurers, architects, engineers, and contractors to deliver complex healthcare projects that meet the needs of patients and healthcare providers.

Her expertise in various project delivery methods, including design-build, construction management, and public-private partnerships has enabled her to deliver successful outcomes for clients across a broad range of healthcare projects. Whether working on hospital expansions, medical office buildings, or specialty clinics, Donna consistently exceeds client expectations by delivering projects that are on time, within budget, and meet the highest standards of quality.

Throughout her career, Donna has remained committed to continuous learning and professional development. She has earned several industry certifications, including a Gold Seal Certification in Project Management (GSC) and Certified Healthcare Constructor (CHC), one of only a few Canadians who has this elite designation. She is dedicated to delivering successful outcomes while maintaining the highest standards of professionalism, safety, and client satisfaction.

An advocate of community involvement, Donna is currently the Regional Coordinator for Special Olympics Dartmouth and a Director of the Special Olympics Nova Scotia Board.

Wanda Smith, PQS (F) 

Project Manager

Wanda is a construction professional with 37 years of experience as a Professional Quantity Surveyor, Contract Administrator and Project Manager. She has proven detailed effectiveness in construction budgeting and feasibility studies, contract documents, construction administration, claims management, project controls and project management of institutional and industrial projects throughout Canada. In June of 2016, Wanda became a Fellow of the Canadian Institute of Quantity Surveyors in recognition of her longstanding work within the association and in mentoring and advocating for the profession of Quantity Surveyor in Canada. 

Jillian MacMillan, PMP, P. Eng.

Project Manager

With over 10 years of experience, Jillian is a highly skilled and accomplished professional with expertise in managing complex projects from conception to completion. As a licensed Professional Engineer and a certified Project Management Professional, Jillian has a deep understanding of both the technical and managerial aspects of projects.

Throughout her career, she has overseen projects in a variety of industries including engineering, construction, and infrastructure. Her responsibilities have included project planning, scheduling, risk management, and resource allocation. Jillian has also led cross-functional project teams, working closely with stakeholders to ensure that projects are delivered on time, within budget, and to the satisfaction of clients.

As a Project Manager, Jillian demonstrates exceptional leadership, problem-solving, and communication skills, as well as a proven ability to manage multiple projects simultaneously. She has a track record of delivering successful outcomes for clients while maintaining the highest standards of safety, quality, and professionalism.

Jillian's expertise in project management methodologies has enabled her to adapt to the needs of various projects and industries. She is also skilled in using project management software such as Microsoft Project to effectively manage project schedules, budgets, and resources.

Kaylee Shannon, P. Eng.

Project Manager

Kaylee is a construction professional with over 12 years of experience. With a background in engineering and technical design combined with work experience in construction project management, Kaylee has experience in all aspects of project delivery. Kaylee is a solution-driven team member who knows that a successful project relies on productive and open communication with all stakeholders, focus on details, and creative problem-solving.

Kaylee's recent projects include long-term care projects and many renovation/fit-up projects. Her experience in related projects aligns with her personal values of technical project execution and social impact. Her focus on end-user and client needs has ensured that project teams stay focused on the end goal.

Kaylee is an active Professional Engineers mentor, and in addition to her work at Grey Cardinal spends time developing the next generation of construction professionals.

Bobby Green, CET

Project Manager

Bobby is a Project Manager with over seven years of industry experience. After completing his diploma in Mechanical Engineering Technology and receiving his designation as a Certified Engineering Technologist, he started his career as a planner/estimator and a project coordinator, assisting senior project managers in planning and executing projects. He quickly developed a passion for project management and has since taken on increasing responsibilities as a Project Manager. Bobby has experience on large and small projects, assisting in developing project schedules and budgets, coordinating resources, tracking progress, and successfully managing client relationships. He is a proactive problem solver, has excellent communication skills, and is committed to delivering projects on time and within budget. Bobby is always seeking to expand his knowledge and is currently pursuing the Professional Quantity Surveyor designation.

Heidi Sullivan, BSc. Eng. 

Project Manager

Heidi is a Project Manager with over six years of construction experience, from intricate fit-ups to expansive multi-million-dollar undertakings, her adaptability and versatility are assets that lead to project success and stakeholder satisfaction. Heidi excels in team environments, making her an excellent collaborator on projects of all sizes. Her positivity and optimism create a work atmosphere where everyone thrives, fostering productivity and success. Heidi is organized, has strong communication skills and excels in pressure-filled situations.  Heidi is a member of the CANS Emerging Leaders Committee, constantly expanding her network and learning about various sectors of the industry.  

Andrew McIntyre

Junior Project Manager

Andrew is a highly organized and detail-oriented professional with five years of experience, recently completing his bachelor's degree in business administration. Through his experience he has gained knowledge in project management including creating project plans, managing timelines, allocating resources, and monitoring progress. Additionally, he has a strong understanding of cost estimation and budget management, which enables him to assess project costs and ensure financial accountability. Throughout Andrew's career, he has developed excellent communication skills and a collaborative approach to working with team members, stakeholders, and clients. Andrew is adaptable, capable of juggling multiple projects simultaneously, and able to thrive in fast-paced and dynamic environments. As a Junior Project Manager, he is dedicated to delivering successful outcomes while maintaining the highest standards of quality, safety, and customer satisfaction.

Raj Jariwala

Junior Project Manager

Raj is a highly motivated young professional who holds a Bachelor of Civil Engineering. He has experience in a variety of project management activities and has been involved in the planning and execution of various-sized projects. Raj has assisted in developing project plans, coordinating resources, tracking projects, and maintaining budgets. He has also assisted in facilitating meetings and communication between project stakeholders such as clients, team members, and vendors. Throughout his career, Raj has developed a solid understanding of project management fundamentals and is eager to take on more complex projects and challenges in the future. 

Dawne Pettipas, BBA 

Project Coordinator

Dawne is an experienced professional with 10 + years of experience in project management.  She has developed strong organizational and communication skills managing renovation projects within long-term care facilities in the Alberta healthcare sector. She maintains a high level of quality and professionalism and can work effectively both independently and as part of a team to ensure project deadlines are met. Dawne excels under pressure and can devise strategic solutions to any challenges that arise. Dawne has experience in project coordination, including monitoring project plans, schedules, budgets, expenditures, and relationship management of project stakeholders. 

Stacey Hoar

Administrative Services Manager

With over 30 years of experience as an administrative professional, Stacey has a wealth of knowledge and expertise in managing a wide range of administrative functions. Throughout her career, she has developed exceptional skills in office management, personnel management, financial management, and project coordination.

As an Administrative Services Manager, she leads teams responsible for managing complex administrative tasks, such as records management, payroll, benefits administration, developing best practices and toolkits, and facilities management. Her leadership and management skills have enabled her to create efficient and effective administrative processes, resulting in improved productivity and reduced costs.

Helen Davis

As our Financial Controller Helen is a highly skilled professional with a deep understanding of financial operations and reporting. Throughout her career, Helen has developed a proven track record of delivering accurate financial reporting and analysis, ensuring compliance with accounting standards, and implementing effective financial controls.
